Elohim Bashamayhim is “God in Heaven.” I read that this name is a name of power and authority. The God in Heaven reins above and over all. Nothing is done unless He allows it. We learned in Job that even the devil comes before Him and nothing happens unless He permits it. He is Elohim Bashamayhim, God in Heaven.”
